Dusty's Nuts & Bolts Pound in Skateboard Truck Mounting Hardware - no phillips or allen tool needed. Be careful to not over tighten your bolts as you do not want to suck the head of the bolt into the top of your deck. Tighten the nuts until the nuts are just about flush with the griptape.
